It has been my understanding and I could be wrong that the NFLPA has to ok a contract so a player can not give too much of a home town discount or playing for a ring/favorite childhood team discount. I will agree the Chiefs miss Hardiman's speed as they do Toney's now but this Edwards signing in no means to my eyes shows that he is meant to take their spot even temporarily.
