You are right about the definition of congenital. But there are congenital defects caused by in utero mutations. but Klippel-Feil is actually inherited and if you care to know, it is autosomal (not sex chromosome) dominant, usually from the father. It is often limited in its expression, like Ross apparently, but the one thing that is the same is that these people need to avoid activities that can injure the neck.
