When they showed the replay in slow motion, I thought they didn't call it because he hit him with his shoulder. He did lower his head however, and I watched another game were a RB got called on a similar play close to the sideline. Very few penalties are there to protect defensive players. Much like hands to the face and face masking. A defender or olineman puts his hand on someones face mask, most of the times it's called. A runner does it, it is a clean tough play. Same with picks, holding PI etc. As long as there are humans officiating the games there will always be controversy.
