On the replay you can see a ref throw a flag. But CBS did a bad job of explaining what was going on. I'm not sure the refs announced it over the PA. Lots of the other calls have been garbage. The rules guy came in and said it was correct. Apparently you can't spike coming off of a stopped clock due to penalty even if the clock is going to start running after it is set before the snap.
