Again it’s more lax than any other banned substance as the league grows closer to realizing it shouldn’t be banned at all. Theres also a difference between testing positive for it and being arrested for having it. It’s all just part of Goodells absurd fascist image protecting machine. There's the extra issue of criminal conduct. It's a crime in some states whereas being legal in others, so players are subject to different standards based on the team.
